The Comrade Doubra Timiyan-led Gbaramatu Youth Council (GYC) Mobile Parliament has commenced a Grassroots Leadership Engagement and Community Consultation Tour across Gbaramatu Kingdom in the Warri South-West Local Government Area of Delta State, with six communities covered in the first phase of the initiative that is aimed at deepening grassroots participation, strengthening institutional relationships and promoting inclusive and responsive youth governance across the riverine kingdom.

The Mobile Parliament in a statement announcing the exercise said the first phase of its legislative oversight and grassroots consultation took its delegation to Kurutie, Kunukunuma, Oporoza, Zou-ala Iba (Zaghala), Tebujor, and Benikrukru communities, on Friday, August 7, 2026.

According to the GYC Parliament the tour provides a strategic platform for direct interaction with community-based youth leadership structures, enabling constructive dialogue, consultation, experience-sharing and first-hand assessment of challenges confronting young people at the grassroots, in a bid to ensure that youth representation remained connected to the people and the constituencies it was established to serve.

During the visit, members of the Mobile Parliament interacted with community youth leaders and other relevant stakeholders on issues bordering on youth development, education, economic empowerment, community advancement, leadership development, social cohesion and other matters affecting young people.

The GYC Mobile Parliament said that the exercise goes beyond courtesy visits as it forms part of efforts to strengthen legislative oversight, institutional communication and the participation of communities in youth leadership deliberations, noting that the engagements will enable the Parliament to assess prevailing realities in the respective communities, exchange perspectives with grassroots leaders and obtain community-level information on issues requiring attention within the broader youth leadership framework of Gbaramatu Kingdom.

“By physically taking parliamentary engagement to the communities, the Mobile Parliament is reinforcing the principle that effective representation must remain connected to the constituencies it represents,” the statement noted.

The GYC Mobile Parliament stressed that the initiative was not conceived as a one-off exercise but as a continuous engagement mechanism through which community realities could influence leadership deliberations, policy direction and collective youth development priorities, adding that effective youth governance must be driven by the realities, aspirations and experiences of people at the grassroots, adding that meaningful representation begins with listening to those being represented.

The Parliament said the consultation tour would also help strengthen relationships between the GYC and existing community youth structures while creating a coordinated framework for communication, collaboration and collective action across Gbaramatu Kingdom.

According to the statement, the initiative represents an evolving approach to parliamentary representation in which legislative oversight is complemented by direct interaction with the people affected by leadership decisions, adding that sustained grassroots consultation would help bridge the gap between institutional leadership and community realities while promoting a more collaborative and interconnected youth leadership structure throughout the kingdom.

The Mobile Parliament further expressed its determination to institutionalise a culture in which consultation precedes collective action, grassroots realities inform deliberations and representation is measured by meaningful engagement with the people.

As subsequent phases unfold, the Parliament said observations, concerns, recommendations and areas of common interest gathered from communities would be collated to support informed deliberations and the development of a coherent youth development agenda for Gbaramatu Kingdom, maintaining that the future of youth leadership in the kingdom could not be shaped exclusively from the centre, but must emerge from sustained interaction with the communities that constitute the foundation of the GYC.

The Parliament consequently reaffirmed its commitment to consultation, inclusion, accountability, responsiveness and collective responsibility, stressing that its ultimate objective is to transform community voices into collective priorities and those priorities into meaningful action.

“Leadership must listen, representation must engage, and development must remain people-centred,” the GYC Mobile Parliament declared.

The body said the completion of the first phase marked the beginning of a broader grassroots parliamentary engagement process aimed at building a more connected, responsive and progressive youth leadership institution across Gbaramatu Kingdom.

Among members of Parliament that formed part of the delegation include its Speaker, Rt. Hon. Doubra J. Timiyan; the Clerk, Ubebe B. Kester Denyefa; Hon. Christian Okito, Hon. Ebimiesinde Samuel, Hon. Okoritse Stanley, Hon. Maxwell Obey Douglas, Hon. Mieyenteigha Destiny, Hon. Ubebe Arerepade, and Hon. Franklyn Ikpidi. 

Also among the delegation are the IYC, Gbaramatu Clan Chairman, Comr. Wazo Oyinkuro; its vice, Comr. Eguare Prosper; and woman leader Comr. Afiyagba Sonya Dise; and Director of Mobilization, John Ukuli; as well as the National Association of Gbaramatu Students (NAGS) President, Comr. Apiti Phanuel; Financial Secretary, Comr. Elekute Edith; Director of Socials Aruwei Peremor Ruth; NAGS Parliament Speaker, Nesiama-Oluba Amadiwei; Deputy Clerk, Irawo Favour; and various youths leaders across the kingdom.
