PAP: Niger Delta most peaceful region – Otuaro
The Administrator of the Presidential Amnesty Programme (PAP), High Chief (Dr.) Dennis Otuaro, has declared that the Niger Delta is now the most peaceful region in Nigeria, attributing the achievement to the peacebuilding initiatives of the PAP under the Renewed Hope Agenda of President Bola Tinubu.
Speaking on Monday, July 6, 2026, at the opening ceremony of the sixth batch of the two-day Leadership, Alternative Dispute Resolution and Mediation Training for PAP stakeholders at the Nigerian Army Resource Centre, Otuaro said the programme's sustained interventions had significantly transformed the security landscape of the oil-rich region.
According to a statement signed by Mr. Igoniko Oduma, Special Assistant on Media to the Administrator of the PAP, the latest batch comprises 120 participants, adding to over 240 stakeholders trained in the previous five batches conducted between July and December 2025 as part of PAP's capacity-building and conflict-resolution initiatives.
Otuaro credited the prevailing peace and stability in the Niger Delta to President Tinubu's unwavering commitment to the region and the support of the Office of the National Security Adviser (NSA), Nuhu Ribadu.
According to the PAP Boss, the Federal Government's investments in education and human capital development have strengthened the peace process, revealing that about 8,500 scholarship beneficiaries are currently studying in universities across Nigeria, while 247 students are pursuing postgraduate programmes in foreign institutions under the PAP scholarship scheme.
Dr. Otuaro maintained that the administration's commitment to empowering youths through education and strategic engagement had replaced the region's past image of insecurity with one of peace and stability.
"We want to say it unapologetically that the Niger Delta is the most peaceful region in Nigeria. There is no apology for this fact," Otuaro declared, adding that the programme's peacebuilding process was delivering tangible results under President Tinubu's leadership.
The PAP Administrator expressed gratitude to President Tinubu and the Office of the NSA for their consistent support, noting that the Federal Government had continued to respond positively to the developmental needs of the Niger Delta through the Amnesty Programme.
He also declared that the people of the Niger Delta would stand firmly behind President Tinubu in the 2027 presidential election, insisting they would not be distracted by what he described as the rhetoric of "political businessmen."
Otuaro explained that the mediation workshop forms part of his administration's inclusive policy aimed at strengthening collaboration among stakeholders to sustain peace, prevent conflicts, and promote stability across the region.
He commended stakeholders for their continued cooperation and dedication to the peace process, urging participants to maximise the knowledge and skills gained during the training to advance the programme's objectives.
The PAP Administrator further appreciated the management of the Nigerian Army Resource Centre and the workshop facilitator, Commodore Amatare Kpou (Rtd.), for their partnership and support in promoting dialogue, mediation, and conflict resolution in the Niger Delta.
