The Administrator of the Presidential Amnesty Programme (PAP), High Chief Dr Dennis Brutu Otuaro, has urged beneficiaries of the programme’s offshore postgraduate scholarship scheme to pursue academic excellence and justify the Federal Government’s investment in their education.

Dr Otuaro gave the charge as another batch of 31 PAP scholarship beneficiaries departed Nigeria on Friday for the United Kingdom, where they will undertake postgraduate studies in various universities.

The scholars, who departed from Abuja and arrived in London, are among the 150 beneficiaries earlier deployed by the PAP Administrator and briefed during a pre-departure orientation programme held in August.

Their departure comes barely one week after an earlier batch of 54 beneficiaries left Nigeria for postgraduate studies abroad.

The latest beneficiaries will study programmes in forensic audit, construction engineering management, data science analytics, law, software engineering, oil and gas engineering, cyber security, global public health, fintech analytics, among other specialised courses.

Dr Otuaro said the beneficiaries must remain focused, disciplined and responsible, noting that they have a duty to reward the goodwill of President Bola Ahmed Tinubu’s administration with outstanding academic performance.

He explained that the PAP has deployed a total of 243 overseas postgraduate scholarship beneficiaries in 2026, describing education as a major instrument for human capital development, sustainable peace, stability and socio-economic growth in the Niger Delta.

“The huge benefits of the investment in the Niger Delta youths’ education will be felt in the years to come,” he said.

“Apart from closing the human capital development gap, we are building a community of intellectuals that will be the light of our region in the interest of peace, stability and development of communities in the country.”

The PAP Administrator expressed optimism that the Niger Delta and Nigeria would benefit substantially from the knowledge, skills and expertise the scholars would acquire abroad.

He thanked President Tinubu for his continued support for the Presidential Amnesty Programme and for backing initiatives aimed at fulfilling its mandate.

According to Dr Otuaro, the Niger Delta is benefitting from the President’s Renewed Hope Agenda, adding that the administration has demonstrated commitment to regional development and the education of Niger Delta youths.

He also commended the National Security Adviser, Mallam Nuhu Ribadu, for his consistent support and strategic contributions to the programme.

Dr Otuaro further appreciated PAP stakeholders for their cooperation and encouragement, while restating his commitment to initiatives that promote sustainable peace, stability and development across the Niger Delta.
