2 YEARS IN OFFICE: IPF, IPDI, other stakeholders pass vote of confidence on PAP Boss Otuaro
The Ijaw Publishers Forum (IPF), the Ijaw People's Development Initiative (IPDI) and other stakeholders in the Niger Delta region have passed a vote of confidence on the Administrator of the Presidential Amnesty Programme (PAP), High Chief (Dr.) Dennis Otuaro, as he marks two years of his visionary leadership.
According to the stakeholders, Otuaro's two years' tenure has been marked by significant reforms, including institutional upgrades, increase in foreign scholarship, youth empowerment, and peacebuilding initiatives in the region.
The IPF commended Otuaro for reinstating vital programmes such as foreign scholarships, marine training, and vocational training, benefiting over 2,000 students and ex-agitators.
The Forum stressed that Otuaro's collaborative approach has fostered community and stakeholders involvement, and support for the amnesty initiative.
In another related development, the South-South Traditional Council and Ijaw Youth Council Western Zone also praised Otuaro's visionary leadership, accountability, and commitment to human capital development, describing the PAP Administrator as a "game-changer" and "divine gift" to the region.
The statement further urged Niger Delta leaders and stakeholders to throw their unalloyed support to the PAP Boss, adding that Dr Otuaro two years of diligent service has made him to stand-out amongst previous administrators.
Otuaro, who was appointed by President Bola Ahmed Tinubu in March 2024, holds a PhD in Comparative Politics and Development Studies; an MSc in Public Administration, a BSc in Education, and had previously served as a top-level executive of the Niger Delta Development Commission (NDDC) with a surfeit of experience across multiple sectors, including infrastructure development, security, environmental remediation, as well as oil and gas.
